The Brazilian judicial system monitors thousands of individuals under home restriction with outdated electronic ankle monitors. Slow communication between violation and notification allows individuals to travel kilometers before any authority becomes aware. Devices with limited battery life, unreliable connectivity and no inter-district integration create blind spots that compromise public safety.
